Global Automakers submitted opposition testimony on Illinois SB 1432, the Safe Autonomous Vehicle (SAVE) Act, an unnecessarily restrictive proposal to limit who can test or operate an automated vehicle and the circumstances under which the vehicles can be tested and operated. If passed, SB 1432 would prohibit the testing of automated vehicles by entities other than motor vehicle manufacturers. Global Automakers¹ testimony stated SB 1432 is anti-competitive since it prescribes a specific business model for the testing and operation of these vehicles. The testimony pointed to other states, such as Ohio and Virginia, that have demonstrated how to promote autonomous vehicle testing without the need to enact new laws or rules. Maryland should follow this example, using the Model State Policy as guidance without codifying its terms.
